Mr. Todd Clarke is the owner of the New Mexico Apartment Advisors and Cantera Consultants & Advisors. He is the co-founder of the Commercial Association of Realtors in New Mexico and is an award winning international instructor for the CCIM institute, opening up the eastern European and Chinese markets for commercial real estate education. In the last dozen years he has taught more than 4,000 students in 173 courses, a half dozen of which he has authored. For the last 32 years he has focused his brokerage efforts on apartments in the Southwest, and he has listed and sold more than 15,000 units. As a volunteer he is a former City of Albuquerque Housing Commissioner and has also been a volunteer board member for a handful of affordable housing non-profits.

Paul Cassidy

Paul Cassidy, Vice Chair

Mr. Cassidy retired from RBC Capital Markets in 2018, after 42 years employed as an investment banker focusing exclusively on municipal finance.  He joined RBC Capital Markets in April 1994 and managed the New Mexico office until his retirement. Mr. Cassidy’s experience included financing for capital and infrastructure projects throughout New Mexico including related policy development.

Mr. Cassidy was appointed to the State Board of Finance in and the New Mexico Military Base Planning Commission in 2020 by Governor Michelle Lujan Grisham. He also serves on numerous non-profit boards in a volunteer capacity.

While working, Mr. Cassidy was a Financial Industry Regulatory Authority (FINRA) registered representative holding Series 7, 24, 41, 50, 53, 63 and 79 licenses. He received a Bachelor of Science Degree in Finance from the University of Wyoming in 1975.

Megan dela rossa

Megan DeLaRosa, Secretary

Megan DeLaRosa started her career working in the New Mexico House of Representatives. She served as a regional political director on the re-election campaign for the first minority female governor in the nation, Governor Susana Martinez, going on to serve in an official capacity as executive assistant as well as briefing and advance coordinator.

Megan currently serves as the public affairs director for Governor Martinez, the executive director for the Kirtland Partnership Committee, advisor to the New Mexico Military Base Planning Commission and advises startup companies. Megan's time in state government has positioned her to work with and maneuver many industries and levels of government.

Megan has a bachelor's degree in criminal justice/sociology, is a New Mexico Amigo, USGLC Next Gen Global Leader and has been recognized by the New Mexico State Legislature for her accomplishments. Her recognition and respect from both sides of the aisle have provided her with extensive business contacts throughout the state and nation. She frequently consults as a political and policy strategist for state legislative caucuses, contributing to the passing of significant legislation.

James Burns

James Burns, Director

President, Burns Do It Centers

James A. Burns is the president of Burns Do it Center, a group of three home centers located in Eastern New Mexico and West Texas. He is also the managing partner of John Burns Six Ranches. Born in Clayton, NM, and raised in Texline, TX, James achieved the rank of Eagle Scout in the Boy Scouts and received the FFA Texas Star Farmer award. He graduated from Texline High School in 1973 and earned a Bachelor of Science in Agricultural Economics from Texas Tech University in 1977.

After completing his education, James returned to Texline to work in the family hardware store for five years. During this time, he was elected to the City Commission and served as a volunteer fireman, eventually becoming Fire Chief. He also became an EMT and was instrumental in establishing the city's first volunteer ambulance service. In 1982, he moved to Lubbock, TX, to work in sales for a regional wholesale building material supplier, a job that eventually brought him to Clovis, NM, where he resides today.

In Clovis, James has held leadership positions in numerous organizations. He has served as Scoutmaster and District Chairman for the Boy Scouts of America and as a board member of the Conquistador Council. He has also served on the boards of the United Way of Eastern New Mexico, the Clovis/Curry County Chamber of Commerce, Habitat for Humanity, Civil Air Patrol, and FNB New Mexico Bank. He was founder and is the current director of Your New Mexico Home program for single airmen. He is a past chairman of the Committee of 50, the military affairs committee for Cannon Air Force Base, and currently serves on the New Mexico Military Base Planning Commission.

James and his family are members of Sacred Heart Catholic Church, where he served as the director of the food pantry for many years. He is a founding member of the Clovis High Plains Rotary Club, where he has held numerous roles, including assistant district governor, treasurer, and president on two occasions.

Josh Rogers

Josh Rogers, Treasurer

Partner, Titan Development

Josh is a Partner at Titan Development, and leads all of Titan’s mixed-use and multifamily projects from deal sourcing and structuring through disposition. With over 10 years of experience, he manages the pipeline, executes entitlements, manages construction and lease-up, and forms disposition strategies. Josh has created over $600 million in development opportunities for Titan. He holds a M. Arch from the University of New Mexico and BBA in Marketing from the University of North Texas. His charitable contributions include organizing Polly’s Run which has created an endowment of over $300,000 for pancreatic cancer research.
